### (a) Pumping Bilges Outside the Twelve Mile Limit and Not in a Special Area
The procedure for discharging machinery space bilges when the vessel is operating more than 12 nautical miles from the nearest land and outside a designated MARPOL Special Area is strictly governed by MARPOL Annex I, Regulation 15. The discharge must be processed through approved oil filtering equipment.
**System and Procedure:**
1. **Transfer to Holding Tank**: Bilge water accumulated in machinery space bilge wells is first transferred to a dedicated Bilge Holding Tank. This allows for some initial settling of oil and solids.
