Reference Answer

### (a) Immediate Action on Discovering a Fire (4 Marks)
The immediate actions taken upon discovering a fire are critical to containing the incident and ensuring the safety of personnel and the vessel. The response must be swift, logical, and systematic.
1. **Raise the Alarm**: The first and most crucial action is to alert all personnel. This is done by operating the nearest manual fire alarm call point. This action simultaneously sounds the general emergency alarm, alerting the bridge and all crew members to the emergency.
2. **Inform Command Centers**: Immediately report the exact location, nature (e.g., oil fire, electrical fire), and extent of the fire to the Bridge and the Engine Room Control Room (ECR). This allows the command team to initiate the ship's emergency response plan.
