Reference Answer

### Part (a): Quick Closing Valve (QCV)
#### Concept and Purpose
A Quick Closing Valve (QCV) is a remotely operated, spring-loaded, fail-safe shut-off valve mandated by SOLAS (Chapter II-2, Reg. 4). Its primary function is to rapidly cut off the supply of flammable liquids (e.g., fuel oil, diesel oil, lubricating oil, hydraulic oil) from storage and service tanks to the engine room machinery space. This action is critical to contain and starve a fire of fuel, preventing its escalation.
These valves are fitted on the suction lines of all flammable oil tanks and can be operated from a safe, remote location situated outside the machinery space, typically the Fire Control Station or a dedicated cabinet on the deck.
