Reference Answer

### Part (a): Center of Gravity of the Liquid in a Partly Filled Tank
When a vessel with a partly filled tank (a slack tank) is inclined by an external force, such as rolling in a seaway, the free surface of the liquid within the tank remains horizontal and parallel to the external waterline. This causes the liquid to move towards the low side of the vessel, resulting in a shift in the center of gravity of the liquid itself.
**1. Upright Condition:**
* When the vessel is upright, the liquid in the tank is level.
