### (a) ISPS Code: Security Levels and Actions
The International Ship and Port Facility Security (ISPS) Code establishes a framework involving co-operation between Contracting Governments, government agencies, local administrations, and the shipping and port industries to detect/assess security threats and take preventative measures against security incidents affecting ships or port facilities used in international trade. It defines three security levels:
**1. Security Level 1 (SL1): Normal**
This is the level at which ships and port facilities normally operate. It ensures that minimum appropriate protective security measures are maintained at all times.
