Reference Answer

### (a) Purpose of Load Lines (6 Marks)
The primary purpose of load lines, as mandated by the International Convention on Load Lines, 1966, is to ensure the safety of life and the ship at sea. This is achieved by preventing the overloading of the vessel, which guarantees a minimum freeboard and thus a safe level of reserve buoyancy under various operating conditions.
The specific purposes are:
1. **Ensuring Sufficient Reserve Buoyancy:** This is the most critical function. Reserve buoyancy is the volume of the enclosed hull above the waterline. It provides a crucial safety margin to keep the vessel afloat in the event of partial flooding and helps the ship to rise to meet heavy seas, preventing the decks from being constantly submerged, which could damage hatches and fittings.
