The Maritime Labour Convention (MLC), 2006, established by the International Labour Organization (ILO), is often referred to as the 'seafarers' bill of rights'. It consolidates and updates more than 68 maritime labour instruments into a single, coherent convention. Its purpose is to ensure decent working and living conditions for all seafarers globally. The convention is structured into five Titles, with mandatory Regulations and a Code (Part A - mandatory standards, Part B - non-mandatory guidelines).

Title 1 of the MLC sets out the fundamental requirements a person must meet before they can be employed as a seafarer. These are designed to protect the seafarer and ensure safety and competency onboard.
